As the Russian invasion of Ukraine enters its sixth day, a Ukrainian far-right military regiment is back in the headlines.
Russian President Vladimir Putin referenced the presence of such units within the Ukrainian military as one of the reasons for launching his so-called “special military operation … to de-militarise and de-Nazify Ukraine”.

On Monday, Ukraine’s national guard tweeted a video showing Azov fighters coating their bullets in pig fat to be used allegedly against Muslim Chechens – allies of Russia – deployed in their country.
Azov has also been involved in training civilians through military exercises in the run-up to Russia’s invasion.
So what is the Azov regiment?
Azov is a far-right all-volunteer infantry military unit whose members – estimated at 900 – are ultra-nationalists and accused of harbouring neo-Nazi and white supremacist ideology.
The unit was initially formed as a volunteer group in May 2014 out of the ultra-nationalist Patriot of Ukraine gang, and the neo-Nazi Social National Assembly (SNA) group. Both groups engaged in xenophobic and neo-Nazi ideals and physically assaulted migrants, the Roma community and people opposing their views.
As a battalion, the group fought on the front lines against pro-Russian separatists in Donetsk, the eastern region of Ukraine. Just before launching the invasion, Putin recognised the independence of two rebel-held regions from Donbas.
A few months after recapturing the strategic port city of Mariupol from the Russian-backed separatists, the unit was officially integrated into the National Guard of Ukraine on November 12, 2014, and exacted high praise from then-President Petro Poroshenko.
“These are our best warriors,” he said at an awards ceremony in 2014. “Our best volunteers.”
Who founded Azov?
The unit was led by Andriy Biletsky, who served as the the leader of both the Patriot of Ukraine (founded in 2005) and the SNA (founded in 2008). The SNA is known to have carried out attacks on minority groups in Ukraine.
In 2010, Biletsky said Ukraine’s national purpose was to “lead the white races of the world in a final crusade … against Semite-led Untermenschen [inferior races]”.
Biletsky was elected to parliament in 2014. He left Azov as elected officials cannot be in the military or police force. He remained an MP until 2019.
The 42-year-old is nicknamed Bely Vozd – or White Ruler – by his supporters. He established the far-right National Corps party in October 2016, whose core base is veterans of Azov.
Before becoming part of Ukraine’s armed forces, who funded Azov?
The unit received backing from Ukraine’s interior minister in 2014, as the government had recognised its own military was too weak to fight off the pro-Russian separatists and relied on paramilitary volunteer forces.
These forces were privately funded by oligarchs – the most known being Igor Kolomoisky, an energy magnate billionaire and then-governor of the Dnipropetrovska region.
In addition to Azov, Kolomoisky funded other volunteer battalions such as the Dnipro 1 and Dnipro 2, Aidar and Donbas units.
Azov received early funding and assistance from another oligarch: Serhiy Taruta, the billionaire governor of Donetsk region.
Neo-Nazi ideology
In 2015, Andriy Diachenko, the spokesperson for the regiment at the time said that 10 to 20 percent of Azov’s recruits were Nazis.
The unit has denied it adheres to Nazi ideology as a whole, but Nazi symbols such as the swastika and SS regalia are rife on the uniforms and bodies of Azov members.
For example, the uniform carries the neo-Nazi Wolfsangel symbol, which resembles a black swastika on a yellow background. The group said it is merely an amalgam of the letters “N” and “I” which represent “national idea”.
Individual members have professed to being neo-Nazis, and hardcore far-right ultra-nationalism is pervasive among members.
In January 2018, Azov rolled out its street patrol unit called National Druzhyna to “restore” order in the capital, Kyiv. Instead, the unit carried out pogroms against the Roma community and attacked members of the LGBTQ community.
“Ukraine is the world’s only nation to have a neo-Nazi formation in its armed forces,” a correspondent for the US-based magazine, the Nation, wrote in 2019.
Human rights violations and war crimes
A 2016 report by the United Nations Office of the High Commissioner for Human Rights (OCHA) has accused the Azov regiment of violating international humanitarian law.
The report detailed incidents over a period from November 2015-February 2016 where Azov had embedded their weapons and forces in used civilian buildings, and displaced residents after looting civilian properties. The report also accused the battalion of raping and torturing detainees in the Donbas region.
What has been the international response to Azov?
In June 2015, both Canada and the United States announced that their own forces will not support or train the Azov regiment, citing its neo-Nazi connections.
The following year, however, the US lifted the ban under pressure from the Pentagon.
In October 2019, 40 members of the US Congress led by Representative Max Rose signed a letter unsuccessfully calling for the US State Department to designate Azov as a “foreign terrorist organisation” (FTO). Last April, Representative Elissa Slotkin repeated the request – which included other white supremacist groups – to the Biden administration.
Transnational support for Azov has been wide, and Ukraine has emerged as a new hub for the far right across the world. Men from across three continents have been documented to join the Azov training units in order to seek combat experience and engage in similar ideology.
The oscillation of Facebook
In 2016, Facebook first designated the Azov regiment a “dangerous organisation”.
Under the company’s Dangerous Individuals and Organizations policy, Azov was banned from its platforms in 2019. The group was placed under Facebook’s Tier 1 designation, which includes groups such as the Ku Klux Klan and ISIL (ISIS). Users engaging in praise, support or representation of Tier 1 groups are also banned.
However, on February 24, the day Russia launched its invasion, Facebook reversed its ban, saying it would allow praise for Azov.
“For the time being, we are making a narrow exception for praise of the Azov regiment strictly in the context of defending Ukraine, or in their role as part of the Ukraine national guard,” a spokesperson from Facebook’s parent company, Meta, told Business Insider.
“But we are continuing to ban all hate speech, hate symbolism, praise of violence, generic praise, support, or representation of the Azov regiment, and any other content that violates our community standards,” it added.
The reversal of policy will be an immense headache for Facebook moderators, the Intercept, a US-based website, said.
“While Facebook users may now praise any future battlefield action by Azov soldiers against Russia, the new policy notes that ‘any praise of violence’ committed by the group is still forbidden; it’s unclear what sort of nonviolent warfare the company anticipates,” the Intercept wrote

In an opinion article for Arabic news website Al-Ain published on Tuesday, Kadyrov added that the Chechen people welcome citizens of the two independent and recognized republics of Donetsk and Luhansk.
The article also included his views on international events, why Chechen forces joined the conflict in Ukraine, and claims that there were Nazis in the country.
“It gives me great pain to face the fact that the brotherly and dear Ukrainian people find themselves, after several decades, in the same tragedy that we, only a short time ago, were able to overcome,“ Kadyrov wrote.
He added: “The Chechen people have experienced a whole arsenal of malicious and cunning actions of the West. We were engaged, without realizing, in an imaginary adventure that claimed the lives of hundreds of thousands of people. The West used our people in an attempt to destroy Russia.”
Kadyrov said that with Putin’s help the Chechen people “managed to repel the enemies of the country and the people and established a solid peace in the region.”
On Ukraine, Kadyrov said: “Since the 1940s, there was an organization of Ukrainian ultra-nationalists led by Stepan Bandera, and immediately after the collapse of the Soviet Union, their ideological followers, who had been there all this time, began to pursue an accelerated anti-Russian policy. Russophobia became a national idea, and at the same time, Ukraine continued to receive loans, energy sources at below-market prices and all kinds of concessions from Russia.”
He added: “The liberal West turned a blind eye to all this, and anti-Russian campaigns continued steadily and systematically, becoming more complex from year to year, as they were lauded by liberal Europe and the US. Ukrainian Nazis of various stripes, including those who were on the side of international terrorists, fought in Chechnya, and contributed to the killing of defenders of its honor and freedom.”
The Chechen leader referred to the secret document that he revealed last year and is kept in the British National Archives, saying: “This document is still classified as ‘secret’, but there is no secret that will not be revealed at some point. It turned out that this document is the minutes of a meeting between the heads of the foreign affairs agencies of the US, Britain and the Federal Republic of Germany, which was held in the German city of Bonn on March 6, 1991.”
He said that the released minutes “reveal a serious contradiction in the history that the West has long promoted. It turned out that NATO, the military alliance of the Western countries, during negotiations on the unification of the Federal Republic of Germany and the German Democratic Republic into a single German state, made a clear promise to the head of the Soviet state of NATO’s strategic military undertaking not to extend its influence to the countries of Eastern Europe on the other side of the Oder river.”
Kadyrov said that the US diplomat Raymond Seitz clearly stated: “We have made clear to the Soviet Union that we do not intend to reap any benefits from the withdrawal of Soviet forces from Eastern Europe, and NATO should not expand to the east, either officially or unofficially.”
He said that the same position was shared by the representative of the German Foreign Ministry, Jurgen Chrobog, who stated that “during the 2 + 4 negotiations (on Germany’s post-unification situation), we made it clear that NATO would not expand to the east. Thus, we cannot propose to Poland and others to join NATO.”
Kadyrov said that this promise was repeatedly violated by all the countries that took part in the meeting referred to in the protocol.
In his article, Kadyrov recounted events in Ukraine in recent years, beginning with the 2014 coup.
“In 2014, as a result of an unconstitutional armed coup (the so-called “Maidan”) with the support of the West, ultra-nationalists came to power. In the same year, real Nazi massacres began, riots broke out in Odessa in the city center, and in the same year, 2014, two regions of Ukraine (which are historically two Russian regions), the People’s Republics of Donetsk and Luhansk, opposed the authority of ultra-nationalists, and as a result of the referendum, the majority of the population voted in favor of independence.
“Since then, the continuous bombing of these areas has included shelling with missiles and bombs, which resulted in the deaths of about 13,000 people, according to the Organization for Security and Cooperation in Europe. Yet, the US and Europe looked indifferently at this ongoing humanitarian catastrophe.”
He added: “Throughout the years of war in the Donbas region, the Ukrainian army and ultra-nationalist battalions (Azov and Aidar), which are not actually under official authority, were supplied with weapons by the US and NATO countries. Ukraine was simply overflowing with Western weapons.
“For eight long years, such crimes against the residents of the Lugansk People’s Democratic Republic were committed by official Kyiv, and the government did not make a single attempt to stop the bullying of people they considered their own citizens.”
Kadyrov also referred to the issue of Ukrainian nuclear weapons and said: “Recently, officials in Ukraine, in general, have made explicit threats to produce nuclear weapons, and Volodymyr Zelensky announced plans to withdraw from the Budapest Memorandum that prevented Ukraine from acquiring nuclear weapons.
“These intentions are disclosed at a time when Ukraine has enough capabilities and means to make a so-called ‘dirty bomb,’ at least. In the event of the emergence of nuclear weapons in Ukraine, the time it takes for the missiles to reach Moscow is reduced to only about four minutes. During this time, it is impossible to ward off the attack.”
The Chechen president endorsed his Russian counterpart’s decision to launch a military operation in Ukraine, saying: “Because of these factors that pose a threat to the strategic security of our country, the Russian president took not only the completely natural and right decision but the only correct decision, the recognition of the People’s Republics of Luhansk and Donetsk, and the launch of a special military operation to remove the weapons of Ukraine and uproot Nazism from it. In this way, Russia prevented the inevitable strike that NATO planned to inflict on the Russian lands at the hands of Ukraine.”
He added: “Russia does not set itself the goal of occupying Ukraine. It is the people of Ukraine who will determine their destiny without the participation of neo-Nazis and in isolation from Western influence. Russia adheres to this policy all over the world, in relation to any state. It defends the rights of nations to self-determination.”


This should have been done professionally, smoothly, patiently, taking into account and respecting the interests of all countries and understanding one’s own responsibility. But no, the euphoria from having absolute superiority, a kind of modern-day absolutism, and the low level of general culture and arrogance of decision-makers [led to] decision prepared, adopted and pushed through that were beneficial only for themselves. The situation began to develop according to a different scenario.
“You don’t have to look far for examples. First, without any approval from the UN Security Council, they carried out a bloody military operation against Belgrade, using aircraft and missiles right in the very centre of Europe. [They carried out] several weeks of continuous bombing of cities and critical infrastructure. We have to remind of these facts, as some Western colleagues do not like to remember those events, and when we talk about it, they prefer to point not to the norms of international law, but to the circumstances that they interpret as they see fit.
“Then came the turn of Iraq, Libya, Syria. The illegitimate use of military force against Libya, the twisting of all decisions taken by the UN Security Council on the Libyan issue led to the complete destruction of the state, to the emergence of a major hotbed of international terrorism, to a humanitarian catastrophe and a civil war that has not ended to this day. The tragedy, to which they doomed hundreds of thousands, millions of people not only in Libya, but throughout this region, gave rise to a massive migration wave from North Africa and the Middle East to Europe.
“They ensured a similar fate for Syria. The Western coalition’s military activities on the territory of this country without the consent of the Syrian government or the approval of the UN Security Council are nothing but aggression, intervention.
“However, there is a special place for the invasion of Iraq, which was carried out also without any legal grounds. As a pretext, they put forward supposedly reliable information from the United States about the presence of weapons of mass destruction in Iraq. As proof of this, publicly, in front of the eyes of the whole world, the US secretary of state shook some kind of a test tube with white powder, assuring everyone that this is a chemical weapon being developed in Iraq. And then it turned out that all this was a hoax, a bluff: there were no chemical weapons in Iraq.”

Therefore, with good reason, we can confidently say that the entire so-called Western bloc, formed by the United States in its own image and likeness, all of it is an ’empire of lies.’”

The problem is that in the territories adjacent to us – territories that were historically ours, I emphasise – an “anti-Russia” hostile to us is being created, placed under full external control; [it] is intensively settled by the armed forces of NATO countries and is supplied with the most modern weapons.
“For the United States and its allies, this is the so-called policy of containment of Russia, [which brings] obvious geopolitical benefits. And for our country, this is ultimately a matter of life and death, a matter of our historical future as a people. And this is not an exaggeration – it is true. This is a real threat not just to our interests, but to the very existence of our state, its sovereignty. This is the very red line that has been talked about many times. They crossed it.
“About the situation in the Donbas. We see that the forces that carried out a coup in Ukraine in 2014, seized power and are holding it through sham electoral procedures, have given up on the peaceful settlement of the conflict. For eight years, for eight long years, we have done everything possible to resolve the situation by peaceful, political means. All was in vain.
“As I said in my previous address, one cannot look at what is happening there without compassion. It is simply not possible to stand all this any more. It is necessary to immediately stop this nightmare – the genocide against the millions of people living there, who rely only on Russia, only on us. These aspirations, feelings, pain of people are the main motivation for us to take the decision to recognise the people’s republics of Donbas.
“What I think is important to emphasise further is that the leading NATO countries, in order to achieve their own goals, support extreme nationalists and Neo-Nazis in Ukraine, who, in turn, will never forgive the Crimeans and Sevastopol residents for choosing reunification with Russia.
“They, of course, will crawl into the Crimea, just like in the Donbas, in order to kill, just as the gangs of Ukrainian nationalists, Hitler’s accomplices, killed defenceless people during the Great Patriotic War. They openly lay claim to a number of other Russian territories.
“The course of events and the incoming information show that Russia’s clash with these forces is inevitable. It is only a matter of time: they are getting ready, they are waiting for the right time. Now they also claim to acquire nuclear weapons. We will not allow this to happen.”

“We have been left no other option to protect Russia and our people, but for the one that we will be forced to use today. The situation requires us to take decisive and immediate action. The people’s republics of Donbas turned to Russia with a request for help.
“In this regard, in accordance with Article 51 of Part 7 of the UN Charter, with the approval of the Federation Council of Russia and in pursuance of the treaties of friendship and mutual assistance ratified by the Duma on February 22 with the Donetsk People’s Republic and the Luhansk People’s Republic, I decided to launch a special military operation.

“Our plans do not include the occupation of Ukrainian territories. We are not going to impose anything on anyone by force. At the same time, we hear that recently in the West there is talk that the documents signed by the Soviet totalitarian regime, securing the outcome of World War II, should no longer be upheld. “The outcome of World War II, as well as the sacrifices made by our people on the altar of victory over Nazism, are sacred. But this does not contradict the high values of human rights and freedoms, based on the realities that have developed today in the decades following war. Major General Igor Konashenkov, chief spokesman for the Russian Ministry of Defence, stated in a news conference on February 28 that “the armed forces of the Russian Federation strike only at military targets”. Discussing the capital, Kyiv, he added that “the leadership of Ukraine and the authorities of the city, having announced a curfew, are persuading the residents of the capital to stay in their homes”. This, he concluded, “once again proves that the Kyiv regime uses the residents of the city as a ‘human shield’ for the nationalists who have deployed artillery units and military equipment in residential areas of the capital.

Using human shields constitutes a war crime, while the party responsible for the death of human shields is not the one killing them… but instead, the one deploying them.
Over the past decade, the human shield charge has been routinely used by Israel, Sri Lanka, Russia and other warring parties… as a preemptive legal defence to justify the killing of civilians… Prominent legal scholars and investigators have helped rationalise the killing of thousands of innocent people after they had been framed as human shields.

The human shield accusation has actually become an increasingly common defence when states act immorally… Saudi Arabia, Syria, Israel, Sri Lanka, and India are just some of the states that have deployed the argument to justify high civilian casualties in recent years.
